About Te-Kworo Foundation & Sonic Kworo Hospital
Te-Kworo Foundation (TKF) is a registered Non-Governmental Organization operating in the Acholi Sub-region of Northern Uganda with a vision "To secure a future for African girls." TKF supports women, children, teenage girls, child mothers, and survivors of Sexual and Gender-Based Violence through programmes in education, healthcare, child protection, and livelihoods across five Northern Uganda districts.
Sonic Kworo Hospital is a new 42-bed maternal and neonatal hospital opening in Agago District, Northern Uganda in April 2026. Built in partnership with the Sonic Healthcare Foundation — the philanthropic arm of Sonic Healthcare Limited, a global leader in medical diagnostics — this hospital will serve as a centre of excellence for maternal and neonatal health, addressing a critical gap in quality emergency obstetric and neonatal care.
About the Role
The Medical Director serves as the hospital's chief clinical and administrative officer, responsible for establishing and maintaining the highest standards of maternal and neonatal healthcare, ensuring regulatory compliance, building a high-performing clinical team, and providing strategic leadership to achieve the hospital's mission of reducing maternal and neonatal mortality in Northern Uganda.
Key Responsibilities
1. Strategic Leadership (30%)
- Provide overall strategic direction for hospital operations aligned with the TKF mission
- Operationalise and implement a 5-year strategic plan for hospital growth and service expansion
- Represent the hospital with the Ministry of Health, District Health Office, partners, and community stakeholders
- Lead annual planning and budgeting processes in collaboration with the Finance and Administration Manager
- Establish and maintain partnerships with referral hospitals (Lacor, Kitgum, Lira) and academic institutions
- Build relationships with community partners including traditional birth attendants, VHTs, and community leaders
- Serve as primary liaison with donors for technical support and reporting
2. Clinical Oversight & Quality Assurance (35%)
- Adapt and enforce clinical protocols for maternal and child health in compliance with Uganda MoH guidelines
- Oversee clinical operations across Maternity, Labour & Delivery, NICU, OPD, Laboratory, and Pharmacy
- Implement quality assurance and patient safety systems (M&M reviews, clinical audits, incident reporting)
- Lead clinical staff training and continuing medical education programmes
- Monitor clinical outcomes: maternal mortality, neonatal mortality, C-section rates, patient satisfaction
- Chair clinical governance and quality improvement committees
- Provide direct clinical care in obstetrics/gynaecology as needed (approximately 20% clinical time)
3. Regulatory Compliance & Licensing (10%)
- Ensure the hospital maintains all required licences and permits (MoH facility registration, private practice licence, occupancy permit)
- Lead preparation for regulatory inspections and accreditation processes
- Maintain compliance with IPC protocols, medical waste management regulations, and National Minimum Health Care Package standards
- Ensure all clinical staff hold current practising licences
4. Human Resource Management (15%)
- Recruit, orient, and supervise clinical staff in collaboration with the Senior HR Officer
- Conduct performance appraisals and provide mentorship to the clinical team
- Address staff grievances and disciplinary matters in accordance with Uganda Employment Act 2006
- Foster a positive, respectful work environment and develop succession planning for key clinical positions
5. Financial & Operational Management (10%)
- Prepare and monitor departmental budgets in collaboration with the Finance and Administration Manager
- Optimise resource utilisation and cost-effectiveness of clinical operations
- Approve medical supply requisitions and ensure rational drug use
- Oversee equipment maintenance, biomedical services, and service utilisation monitoring
Required Qualifications
Education
- MBChB from a recognised institution
- Current UMDPC registration and practising licence — mandatory
- Postgraduate qualification in MMed (Obs & Gynae), MPH (Maternal & Child Health), Diploma in Obs & Gynae, or Healthcare Management
- EmONC training and NRP certification (or willingness to obtain within 6 months)
Experience
- Minimum 7 years progressive experience in obstetrics, gynaecology, or maternal, neonatal and child health
- Minimum 3 years in a supervisory or leadership role in a healthcare setting
- Experience in resource-limited or rural healthcare settings
- Previous experience as Medical Superintendent, Clinical Director, or Department Head (highly desirable)
Key Competencies
- Expert knowledge of maternal and child health clinical practices and Uganda health system policies
- Strong clinical governance, quality improvement, and strategic leadership skills

About the Role
The Finance and Administration Officer is the hospital's chief administrative and financial officer, responsible for implementing robust financial management systems, ensuring operational efficiency, overseeing human resources and procurement, and providing strategic administrative support to enable high-quality clinical care. This role requires someone who can build systems from scratch, establish controls and processes, and create a culture of accountability, transparency, and efficiency.
Key Responsibilities
1. Financial Management & Oversight (40%)
- Operationalise and maintain hospital financial management systems, policies, and procedures
- Provide day-to-day oversight of hospital finances and the financial operations team
- Ensure all financial transactions comply with TKF policies, donor requirements, and Uganda financial regulations
- Manage hospital bank accounts, cash flow, and working capital
- Review and consolidate monthly financial reports for accuracy and timeliness
- Provide variance analysis to the Medical Director and Hospital Board
- Implement internal controls to safeguard hospital assets and prevent fraud
- Coordinate external audits and implement recommendations
2. Budget Planning & Monitoring (25%)
- Lead preparation of the annual hospital budget in collaboration with the Medical Director and department heads
- Monitor budget execution and flag variances for corrective action
- Prepare monthly, quarterly, and annual budget reports aligned with operational plans
- Develop cost-saving strategies without compromising quality of care
3. Financial Reporting & Compliance (15%)
- Prepare monthly financial statements (income statement, balance sheet, cash flow) for board review
- Prepare quarterly and annual financial reports for TKF and donors
- Prepare and submit statutory returns: URA PAYE, NSSF, and local government levies
- Maintain accurate financial records and documentation for audit readiness
4. Procurement & Supply Chain Management (10%)
- Establish procurement policies and procedures aligned with TKF standards
- Oversee procurement of medical supplies, pharmaceuticals, equipment, and general supplies
- Coordinate with the Procurement Committee to ensure competitive bidding and value for money
- Monitor inventory levels and prevent stock-outs of essential items
5. Human Resource Administration (10%)
- Oversee payroll processing and staff benefits administration in collaboration with the Senior HR Officer
- Ensure compliance with Uganda Employment Act 2006 and all labour regulations
- Coordinate staff contracts, renewals, and terminations
6. General Administration & Operations (5%)
- Oversee administrative support functions (reception, records, filing, communications)
- Manage facility maintenance, security, cleaning, catering, and laundry services
- Coordinate hospital insurance (property, liability, professional indemnity) and vehicle management
Required Qualifications
Education
- Bachelor's degree in Finance or Business with a major in Accounting
- Professional accounting qualification — CPA (Uganda) or ACCA: highly desirable
- Current practising certificate from the relevant accounting body
- Master's degree in Business Administration, Finance, or Healthcare Management (highly desirable)
Experience
- Minimum 7 years progressive accounting and financial management experience
- Minimum 3 years in a senior finance management role
- Experience preparing multi-year budgets and donor financial reports
- Experience managing internal and external audits
- Healthcare financial management or NGO experience (highly desirable)
Key Competencies
- Expert knowledge of accounting principles, budgeting, and financial analysis
- Knowledge of Uganda tax law (Income Tax Act, VAT), NSSF Act, and Employment Act 2006

About the Role
The Senior Human Resource Officer is responsible for all aspects of human resource management for the hospital, from recruitment and onboarding to performance management, staff development, employee relations, and HR compliance. This role is critical to building a high-performing, motivated, and engaged workforce that delivers compassionate, quality care to mothers and neonates in Northern Uganda during the hospital's launch phase and beyond.
Key Responsibilities
1. Recruitment & Talent Acquisition (25%)
- Develop and implement a recruitment strategy to attract qualified clinical and non-clinical staff
- Manage end-to-end recruitment: job analysis, advertising, screening, interviewing, selection, and offer management
- Conduct reference checks and verify credentials (licences, certifications, degrees)
- Prepare employment contracts in compliance with Uganda Employment Act 2006
- Track recruitment metrics and build a talent pipeline for critical positions
2. Onboarding & Orientation (15%)
- Design and implement a comprehensive onboarding programme for new employees
- Conduct new employee orientation on hospital policies, values, and procedures
- Monitor 6-month probationary periods and conduct structured probationary reviews
3. Performance Management (20%)
- Establish a performance management system (goal-setting, mid-year, and annual appraisals)
- Train managers on conducting effective performance appraisals
- Monitor performance improvement plans and support termination processes in compliance with Employment Act 2006
4. Training & Development (15%)
- Conduct a training needs assessment across all departments
- Develop and coordinate an annual training plan and budget
- Coordinate clinical training (EmONC, NRP, IPC) in collaboration with the Medical Director

5. Employee Relations & Welfare (15%)

About the Role
The Senior Nursing Officer (Matron) is the hospital's chief nursing officer, responsible for setting and upholding the highest standards of nursing and midwifery care. She/he will build and lead a skilled nursing team, ensure patient safety and quality care, and oversee all nursing operations across the 42-bed facility. This role shapes the nursing identity and professional culture of the hospital, working closely with the Medical Director to ensure integrated, patient-centred clinical care.
Key Responsibilities
1. Nursing Leadership & Strategic Direction (25%)
- Develop and implement a 3-year strategic plan for nursing services aligned with the hospital's mission
- Lead nursing representation in hospital strategic planning and policy development
- Forecast future nursing workforce needs and plan for service expansion
- Build relationships with UNMC, nursing schools, and professional associations
- Mentor and develop future nursing leaders within the organisation
- Work closely with the Medical Director to ensure integrated clinical services
2. Nursing Operations & Service Delivery (30%)
- Oversee nursing operations across Maternity, Labour & Delivery, NICU, OPD, and Theatre
- Ensure 24/7 nursing coverage with appropriate skill mix and staffing ratios

- Ensure respectful maternity care and patient dignity
- Lead quality improvement initiatives in nursing services
4. Nursing Workforce Management (25%)
- Lead recruitment of nursing staff in collaboration with the Senior HR Officer
- Design and implement a comprehensive nursing orientation programme
- Conduct performance management including annual appraisals, feedback, coaching, and mentorship
- Assess nursing training needs and develop an annual nursing training plan and budget

5. Resource Management (10%)
